NISA is taking the issue of the Code of Points to the Court of Arbitration for Sports (CAS) because of how the CoP became a rule, when it was only to be studied as a project until the 2004 ISU Congress, as agreed by the ISU member nations.

Does anyone know if they filed a grievance with the ISU first or have they taken the issue directly to CAS?

The UK was one of the federations who filed a formal protest with the ISU prior to Worlds. (The other countries who did so included at least Australia, Japan, Iceland, Denmark, and Norway.) The ISU rejected the protests at the Council meeting held immediately after Worlds.
