Nothing official has been announced yet about the U.S. skaters for NACS, but here's the USFSA page with some preliminary info and where NACS assignments will likely be posted in the future:
http://www.usfsa.org/programs/athprog/nacs.htm
In past years, the USFSA has usually issued NACS invitations to all of the skaters that qualified for 2003 Novice Nationals and the Intermediate national medalists (sometimes the top 5-6 in singles depending on available slots), and minus any pair and dance teams that have split since Nationals. The top 3 or 4 novice finishers at Nationals are usually assigned to the junior events. However, not every invited skater accepts their invitation, and that sometimes opens up additional slots for skaters that just missed the cut to Nationals.

I know at least one novice lady who didn't make nationals has been assigned (sorry, no more details than that because her parents asked me not to share the info), so there are probably at least a few others. Last year they went all the way down to the sixth place skaters from sectionals IIRC, and I think that's very possibly the case again. I hope so, since there were close competitions at every sectional. Last year they picked up a handful of skaters who didn't qualify in the mens event as well, and there are always some in pairs and dance because of all the splits.
