Does anyone have the age requirements for each level of pairs?

Internationally, all the ages are counted on the July 1st that begins the season--July 1, 2002 was the cutoff for the 2002-03 season. It doesn't matter if a skater celebrates a birthday the next day; if they were too young or too old for a certain event on July 1st, that's what matters. (Actually, it appears that as long as a birthday is on July 1st, it's okay too--case in point, Jon Hunt from the U.S. who turned 21 on July 1, 2002, and was still able to compete at the junior level this season.) Here are the international age requirements for pairs.
Senior - Minimum of 14 for regular events, 15 for championships; no maximum
Junior - Minimum of 13, maximum of 18 for girls and 20 for guys
Novice - Minimum of 10, maximum of 15 for girls and 17 for boys
The only age requirements in the U.S. are for juvenile and intermediate pairs, and I'm not sure what those are.

They are the same for dance. For singles it is the same except the maximums correspond to the "ladies" age in pairs. (ie: no one can be over 19 for junior male or female)

Juvenile: must not have reached the age of 13
Intermediate: must not have reached the age of 18
I had thought that for USFSA qualifying competitions (regionals, sectionals, nationals) the age limit was as of September 1st, not July. I know July was the dealine for ISU events. Did that change?

I believe that's correct regarding the USFSA deadline--September 1st. In my post I was listing the ISU requirements so I used the July 1st cutoff. :)
Is 13 really the maximum age even for boys in juvenile pairs? That seems to be awfully restrictive--how many boys can do much in the way of pairs skating at that age? I mean, I guess the lifts and things aren't as dangerous, but even so...

The ages of < 13 for Juv and < 18 for Intermediate are for singles.
I don't know what the pairs ages are, but it is much older, since many kids skating Intermediate freestyle are skating Juv pairs (and I know they are over 12).
Does anyone know what age limits for Juv and Int are for pairs?

Here's some info from the USFSA rulebook under Eligibility to Compete in Qualifying Competitions, Age Requirements:

A. Senior, junior and novice events have no age restrictions.

C. Juvenile events:
1. Singles: Open only to competitors who have not reached the
age of thirteen (13) years.
2. Pairs and dance: Open only to competitors who have not
reached the age of sixteen (16) years.
D. Pre juvenile pairs and dance events (non-qualifying): Open only to competitiors who have not reached the age of fourteen (14) years.
