Take a look at the second page of this .pdf document (http://www.isu.org/vsite/vfile/page/fileurl/0,11040,4844-135044-136352-33262-0-file,00.pdf) on the ISU website. I haven't seen any of this mentioned anywhere else yet.
I would not be surprised to see the 'restructuring' have something to do with increased 'separation' of the figure and speed skating sides of the organization. It is also quite likely the composition of the various technical committees will change as well to give them control over just the technical aspect of skating. I also expect to see the introduction of an Officials Commission, or some such similar entity, that would take over assignments and promotions of judges from both the individual federations AND the technical committees. Several of these ideas have been put forth in the past -- I expect it is probably time for them to be put into place.
I would also expect to see some stronger procedural protocols for the running of Council and Congress meetings.
Please note these ideas are speculation on my part, but are based on bits and pieces of information I have gleaned over the past couple years -- that and the fact that David Dore is very much a 'procedures' guy and that many member feds were extremely frustrated by the lack of procedures last June in Kyoto.
It is very noteworthy that the Code of Ethics and Disciplinary Commission are expected to be approved at the next Council meeting in June. It appears that perhaps someone was finally able to come up with a definition of 'unethical conduct' -- that being the reason the USFSA proposal of a year ago was withdrawn at the ISU Congress.
It seems that just because we don't hear about everything that's done doesn't mean there is 'nothing' being done. I hope all these proposals have the teeth they should have and that they help to make the ISU appear more accountable and transparent to all those with a vested interest -- the skaters, the coaches and the judges. If that happens, it can only help make things better for the fans as well. Fingers are crossed...
