My card hasn't. I believe the confirmation e-mail I received said it would be charged in 30-60 days.

I have a similar question. Has anyone bought their COI tickets and has your credit card been charged?
Also, i'm thinking of buying two tickets. This one friends wants to go with me, but has not yet committed to go. IF this person decides not to go, will COI give me a refund for the extra ticket or do I have to sell it on my own some how?

I bought my COI tickets awhile ago. My card was charged within a day or two, and I recieved my tickets shortly there after. If your friend decides not to go, COI (actually it is the venue that sells the tickets) will not refund your ticket. You will need to sell it on your own.
