I came across this site:

It is an independent film. I had heard some things way back when, but totally forgot about the whole thing.
I was wondering, did anyone see this film? What did you think? Do you know whether there's any way to get a copy of it? I'm not sure when the site was last updated.

He brought to the film skating greats like Tai Babilonia, Kristi Yamaguchi, Steven Cousins, Randy Gardner, and Peter Carruthers pictured below. He convinced his fantastic choreographer, Jamie Isley, to be our fantastic choreographer. And Scott brought to life the character of Ricky Medford, the off-the-wall former skating judge. The filmmakers owe a great debt of thanks to Mr. Hamilton."
