Hi! I am competing in an international competition, and want to find out the exact ruels for a novice ladies competitor. I checked the ISU website, but to the best of my knowlegde there was no page about specific rules....PLEASE LET ME KNOW!

I've never seen the complete set of ISU figure skating rules online -- only announcements re: changes, etc. on the ISU site.
I suspect you'll have to order a hard copy, probably from the ISU itself, although you might be able to order one through your home federation.
There are two sets of books you can order from the ISU. One are the Rules & Regulations and these are general and also there are further rules & regulations for ice dance, synchro etc. The other is the ISU Constitution which is the means by which the ISU governs itself. That's the one that interests me.
Additionally there are the Judges handbooks. The cost is in Swiss francs and as Lee said, ususally available through the ISU or can be ordered through your home federation. I have heard of people waiting a long time to get them.
