Hmmm...and when is this decision made? And who makes it?

I would venture that almost all judges who go on to be ISU or Olympic-level judges have shown the capacity to judge successfully. It's rather difficult to pass the tests and the supervised trial judging sessions withOUT that ability. What other further 'screening' processes should there be?

Good question. I don't have the answer though--ask Debbi Wilkes!! Is there somewhere you can address the question to her?

I've heard quite a lot of complaining from Debbi and Tracy Wilson that judgees are not trained, and judging from the size of panels in the new expanded system--there is usually only 10, or so, should be 14, and many of those from Eastern Europe--there seems to be a shortage.

And good old Yuri Balkov's bald head keeps popping up. In the words of Martha Stewart, that's a good thing.:roll:
