Guess the ISU is backing away from the public relations fiasco the expired inspector and her boyfriend created? 8O
To me it sounds like if the USFSA doesn't impose any sanctions then the ISU does not feel the need to get involved.
Is that what others understand?

It sounds to me more like the ISU is saying between the lines that the USFSA is responsible for the out of competition testing - note that their statement specifically states "national out of competition tests". That seems to clearly pass the responsibility to the national governing bodies which in this case is the USFSA. They also state that any sanction would be the national governing body or USFSA.
Now the real question is where is the USFSA statement on this testing disaster. Maybe the USFSA isn't too happy with I&Z decision to tour with SOI this season and isn't in too big of a hurry to correct the misperceptions being passed around.

ISU is just saying that they do not have any connection whatsoever with the entity that did this to Kyoko Ina, that they not only did not but could not initiate any such thing.
Whose dog is this? Who does this outfit report to?
