Based on the neckline- no. That would be a very very weird leotard- to have such an extreme boat neck cut in the front, a low back/strapless type appearance, and well off the shoulder sleeves.

The dress is just designed that way with the halter neck and off the shoulder sleeves in a contrasting color. You'll notice that the white is also carried through the front of the design in the V dip through the front.

You can also clearly see the illusion fabric around the neckline, which shows it is all one piece.

The music, in part at least, is from Michael Flatley's Lord of the Dance production; she seems to be doing a somewhat funky interpretation of the Irish dancers in the production. Even to the point of the black tights. And, IIRC from the last time I saw it, he often wore the type of headband that she's sporting the in the video ...
