He changed his mind because of Worlds being in DC.

Do they make substitutions to the teams, or move people up if the top skaters bow out of the season?

Show 42 - I don't think so. Teams are based on certain criteria from what I understand:
"Placement in the USFSA Team Envelopes is determined by following the criteria developed and approved by the International Committee. The level (A,B,C, Reserve) is primarily determined by performance in international and USFSA competitions during the previous year. A lesser contribution is added for performance in the two (2) previous years, using the ranking system. Skaters should be expected to shift levels from year to year based on progression from category to category (Novice to Junior, Junior to Senior) as well as assignments and competition results. It is not necessarily a negative indicator for a skater to move down a level or two in a given year. The envelope level is used to determine funding levels for ASUPP. It is not used as a strict guideline for selections to international competitions - skaters in envelopes A-C will be selected as needed. If Reserve Envelope skaters are selected for a Junior or Senior competition, they will be moved to the C Envelope (with additional funding) if they medal in the selected competition."

the only time skaters move up are if reserve team skaters win a medal at one of their international assignments (if they have one)

Wonder why Savoie is not Team A? He was on the podium a few times in international competitions last year if I recall, and always nipping at the heels ...personally, I like Savoie best I think...a really wonderful all around skater, IMHO.

I love Savoie's skating too, but the Team A criteria are pretty well spelled out--he needed a top ten finish at worlds or a medal at 4CC, both of which he narrowly missed. (He made Team A last year by medaling at the Grand Prix Final.) However, it won't really affect him in terms of international assignments.
