Gala/Exhibition with lights on or lights off?

I'm so much happier when I see the lights are on during the gala. I love how the camera zooms in not just on the skaters but the public and everything else happening in the arera.. With lights off, the spotlight is mosty on the skaters. You barely see anything else going on..

Who makes the decision for the lights being on or off for the gala? The arena? The city host? the ISU?
