Say,I was just wondering if anyone knows from the beginning of history, when the Long/Short Programs began to offically be CALLED Long and Short Programs,and how those names were offically picked

In the US Figure Skating Rule Book, at least, they're called the Short Program and the Free Skate. "Long program" isn't an official term, it's just what skaters call it - it's pretty obvious why.
