To attract top ice skaters, Assistant Manager Susan Meade needed a unique approach to market the privately owned skating facility because municipal ice rinks surround it -- rinks usually reserved for ice skating novices.
Sounds like someone forgot the rink is built on park land & that some of the other municipal rinks are where "ice skating novices" like Derrick Delmore or other advanced level skaters train.

I train at the Gardens. And while I love it there, that is not the only mistake in the article, as Mazurka Girl has also pointed out.
