At today's exchange rate, 200 Russian roubles are equivalent to approximately 7 US dollars.

Given that "the average monthly salary in Russia was 6,590 rubles, which is equivalent to $235, in the end of 2004" * That 200 rubles is a lot of money to the average Russian.

I should also add that the unemployment rate in Russia (per the CIA Worldfact Book) is about 29%.
