Which skater would have found the most advantage switching over to the current COP sytstem? It would favor someone who was not really a jumper. Paul Wylie? Todd Eldgredge?

Scott Davies too. And Rudy Galindo, big time.
Scott Hamilton, oth, would not have done as well I think. The insurmountable leads he built up in the figures would have been, well, surmountable.
I think it would have been about neutral for Todd. His jumps were always superb quality so he would have got bonus points for them, but no bonus points for interesting entries or fancy footwork.
But of course it's all speculative. Who's to know how any of these skaters would have adapted their approaches if working under CoP.
I disagree about Scott Hamilton. He has always been quite a performer, and given the CoP system, I think he would have shone even brighter.

Considering Weir's healthy margin of victory at NHK, and the fact that even his coach, Priscilla Hill, observes his similarity in style and execution to Rudy Galindo, I think Rudy would have benefitted significantly in the new system. His tendency to bomb the short program and "ace" the free skate might also have been helped by it.
