Since Canada is using the CoP for Eastern Challenge, Western Challenge, and Canadians, I wonder why the USA isn't using it too. :??
By the time the ISU had their meeting to approve the use of the COP scoring system, the USFS had already had their own meeting and I guess didn't feel the need to call an emergency session.

Skate Canada had decided before the ISU passed the CoP system that if the ISU was to ratify it then it would be implemented at the Challenge's and Canadian's... I guess they were just a bit more forward thinking

In Canada, the new CoP is being used in all competitions from Sectionals on, I believe. There was quite a controversy because skaters would have to qualify for sectionals on the old 6.0 system, but would be marked with CoP at Sectionals.
It will be implemented next season right from the lowest levels (SSJ and pre prelim) As of next season, no sanctioned Skate Canada competition will be judged by the 6.0 system.
