Ok, from what I understand, the technical specialist "identifies" the element to determine its start value, and then judge judges it using the +3 to -3 system. What I'm not clear on is the order. Say, for example, a skater intends to do a triple but ends up doubling it. Fine, the TS identifies it as a double with a lower start value. But does that info get to the judge before she/he gives it a mark? I.e., does the judge know to give it, say, a +2 as a double, as opposed to a -2 or -3 as a triple? I would hope so, otherwise the skater is penalized twice for the same mistake.
Here's how it works...
- Skater does a 2T
- Technical Specialist identifies it as a 2T
- The 2T element then appears on the judges screen for them to give a GOE (+3 to -3 depending on the quality)
It doesnt matter if the judges knows it was intended to be a 2T or 3T...they only give a GOE based on how the element was performed...therefore a 3T popped into a 2T may be sloppy, therefore a negative GOE is required.

Thanks BJH, that's how I thought (and hoped) it worked. However it still seems like the timing would be awkward. It would take a second or two at least, probably longer, for the TS to "identify" the jump before the judge can mark it. Meanwhile the skater has moved on to the next element ... I thought the judges were marking each element as they were performed, not doing it all based on the replay.

I'm still pretty in the dark with the whole thing. I know they were saying the technical specialist at SC was Viktor Petrenko. It makes me glad that it was a former skater because at least I know that he knows what jumps he's looking at.

I'm pretty sure that most if not all of the technical specialists are former skaters. Other TS folks that I know of include Debbi Wilkes, Tracy Wilson, Sergei Ponomarenko, Laetitia Hubert, Norm Proft, Judy Blumberg, and Michael Slipchuk.

Besides the Tech Specialist there is also an assistant Tech Specialist and over them a Ref. 2 out of the 3 must agree. In addition, the judges have instant replay of ALL elements and can challenge the Tech if they do not agree. The Tech Specialists also have replay to confirm. To become a Tech Specialist, there is a rigerous training period and they must score 100% on ALL EXAMS to qualify as a Tech Spec. Others I have heard are Scott Davis and David Santee.
