Aren't seeded skaters replaced by the next ones in line if they do not compete in the following year's GP? If so, Volchkova could have the open seeded positions at Skate America, Skate Canada, and Cup of Russia. She's already scheduled to go to Canada and France. Skate America could really use another seeded lady. If part of the purpose of seeding skaters is to make the competitions somewhat more even, it doesn't seem right to allow one event to have only one seeded skater while others have three.

It sure seems like that's what the rules say. If Michelle is not participating, then VV should be re-classified as a seeded skater because she was 7th at Worlds...
From the Grand Prix Technical Announcement:
2.1 Seeded skaters/couples
a) According to the results of the previous World Figure Skating Championships, the skaters/couples ranking 1 - 6 in each of the 4 categories (Men, Ladies, Pairs, Ice Dancing) shall be seeded in two events. A 3rd event is optional to these skaters for participation.
b) In case of retirement or ineligibility of any of the top 6 skaters/couples seeded (see paragraph a) above), the next placed skater/couple shall be seeded.

Michelle is neither "retired" nor "ineligible". Therefore, Michelle is still seeded. She only chooses not to participate in GP series this year. She may still compete at US Nationals and/or Worlds.

Well, sure- that's probably the loophole she would be using, but I certainly don't think that was the intention when the rules were devised... Wouldn't you assume that the Grand Prix would only seed skaters who are actually participating the the Grand Prix?
