I Need a link to the web site where you can do research on a specific skater's competitive record, does anyone happen to know where I can start to search?

If you go into "Google" or "Yahoo" and then type the exact spelling of the skater's name, you can find every article, result etc. that you could want.

If your skater mainly skates in one country, which is not the USA, you can narrow down the search quite a bit by using the local country suffix to Google, then clicking the right-hand radio button beneath the search words input bar (to search local site only), eg.

Canada www.google.ca
UK www.google.co.uk
Germany www.google.de
France www.google.fr

If you are talking about top international skaters, there is usually quite a bit on:
ISU site www.isu.org
USFSA site www.usfsa.org
