Aha. Finally got a hold of Brigade Sports Complex management!

The Dr. John J. McMullen Hockey Rink, in the
Brigade Sports Complex, Annapolis, MD, has a web page at

The schedule on that page is a little hard to use, but they have public sessions on Tuesday & Thursday 11:10-1:00 and Saturday and Sunday, 4:40-6:30)

Other sessons are scheduled, but type is unspecified.

I thought you had to be in the military or a dependent to skate there.

No. I think you are supposed to be a resident but I am not and I have skated there many times while visiting Annapolis (on the old rink). it was beautiful and very well maintained.
