Can someone clarify the new USFS Coach registration....does this include people who are not coaches, but who teach Learn to Skate

We have some people who are not club coaches, are not members of PSA (all our coaches are PSA members) who teach Learn to skate ....the way I read who all needs to register, it seems like they do...but it's not totally clear. Anyone know for sure or who to ask?
