A Block VS. an Arm-Sholder Hold in Synchro.

Say,are there any Synchronized Skaters out there that can explain the difference between a Block with an Arm-Sholder hold,and a reg. Arm-Sholder Hold? I saw pics. and was just wondering the difference.
