Hi - any body know if there is good accessible ice in Philadelphia - preferably near or on the UPenn campus in June/July?

You can skate at Phila. Skating Club in Ardmore www.pschs.org for hours and directions. Don't need to have a car to get there...Take the R5 Septa train from 30th St. Station to the Ardmore stop and it's about a five block (10 minute) walk.
