Well rounded No-Test Program

The contest requirement spreadsheet says that "Only half jumps, Salchows and Toe-loops are permitted" for the No-test freeskate.

It doesn't specify limitations on other elements. Are there any?

So far I've got a three 'one-foot' spins, a salchow, a toe-loop, waltz-tap toe-waltz, and half flip- mohawk - half flip.

What would the ideal no-test program look like?
Any tips and/or suggestions?

I would take a look at the Pre Bronze well-balanced program requirements and do your best to approximate those elements. And of course anything you can do like spirals or other moves will always add a lot to your program.
