I was wondering if there is any software package on the market that helps designs skating programs - sort of like a computerized choreographer?

You may want to contact them and see if it is going on sale soon. Last time I talked to them it was still in development.
IJS - the closest thing to automated programs.

The game (http://pcgames.gwn.com/downloads/file.php/id/4044/Michelle_Kwan_Figure_Skating.html) that Michelle Kwan did with EA Games can give the layout to a program IMO, but it's pretty restrictive. No IJS, just to show the flow of the program, maybe...
