If you skate an ISI FS 4 Dramatic Spotlight are you allowed to do a layback spin?

I am almost 100% sure NO. I believe you cannot do anything higher than FS 4, then once you are in FS 5 you can do anything from any level.

SPOTLIGHT EVENTS :

Timing this event will begin when any action starts or no later than 15 seconds after the music begins. The skater has up to 15 seconds to get both feet moving. Once both feet have moved, the duration of one minute (Alpha through FS 3), or 1-1/2 minutes (FS 4 through FS 10), is in effect, as well as the 10 second duration leeway. Spotlight events have no required maneuvers. Emphasis is placed on the theatrical and entertainment value of the skaters performance, rather than on the technical accuracy of specific maneuvers. Effective 1/1/94: Skaters are now limited as to the maneuvers that may be performed during their Spotlight programs:

Skaters in Alpha-Delta levels are permitted to perform maneuvers at the FS 1 level or lower.
Skaters in FS 1-4 levels are permitted to perform maneuvers from the FS 1-4 levels or lower, and any uncaptured moves from these levels
Skaters in FS 5-10 levels are permitted to perform maneuvers from any level, and any uncaptured movesSince a layback is in Freestyle 6, it can't be included in a Freestyle 4 program, even if it IS a Spotlight event. AshBugg's correct: once you've passed FS5, the limits are lifted for Spotlight events (but not for the individual Freestyle events.)

For Artistic events, the ISI rulebook states:

This event is open to all skaters Freestyle 1 and above; however, at some events, artistic skating is available for specific levels and ages only. Adults can take advantage of entering an Artistic event when their technical ability has fallen below their current freestyle test level.

There are NO required moves in Artistic Skating. Emphasis should be placed on the creative and innovative design of a skating program. Strong edges, body positions, flow, music interpretation, rhythm, choreography and artistry should be the main focus of an Artistic program. There will be no grade for technical merit, but any skating maneuver can be done at any level.

No props allowed in artistic, BTW.

Timing: 1 1/2 minutes for Freestyle 1-5; 2 minutes for Freestyle 6-10
