Some people seem to do a double leg lift (beats 3 and 5) and some do a single leg lift (beat 4). In competition, which is correct? Does it matter? Any input from judges would be welcome :??

I do the lift on 4, but I think the lift is entirely optional. I don't think it's required to be done at all.

The PSA dance book states that the double leg lift should be looked for (don't have my copy in front of me). Not sure if it's in the Test Standards section or the Common Errors section.

The USFS rulebook states that there should be a double lift on the right back outside edge. I've been doing it on 3 and 5

I don't recall the count, but I was taught the double-bend version.

I was taught the double leg lift too! Unfortunately I was never good enough to test or compete it but I love th dance :)

i recall being taught the same as julie...but now i wonder...hmmm...LOL it has been a while!

Well my coach taught me to do it starting with my foot in the frontish side then my feet stuck together then my foot on in the backish side...i'm not sure that i'm clear but that's how he said that most of the competitive people do it...

I stumbled across this webpage which contains a few dance videos -- one of them is the Starlight Waltz.

I'm going by memory, but I believe they won the Adult Gold Dance event that year.
