Does anyone know if there is an age limit in Canada for Pairs? Can a 13 year old Partner with an 18 year old? Thanks.

There's no limit on what the age difference between partners can be AFAIK. The age limits are on what level you can compete at what age. In the U.S.- and I think the rules in Canada are similar if not the same- you have to be under 18 to compete Intermediate (prenovice in Canada). So the 13-year-old could do Intermediate, or even Open Juvenile, but if the partner is 18 they'd have to skate no lower than Novice.
